Voters, the Colorado Nonprofit Association, and a growing list
of other organizations in opposing Amendment 41, titled “Ethics
in Government.” CCB Partners supports measures to improve ethics
in government, but believes the far-reaching consequences of
Amendment 41 would harm countless individuals and their
families. |

| Comprehensive Waiver Changes Update

| The changes brought forth by the Colorado
Department of Health Care, Policy & Financing (HCPF) are
impacting the developmental disability system in many ways.
Provider rates, billing methods, service accessibility, case
management, and other facets of the CCB System are being affected
by the systemic changes. CCB Partners has dedicated an entire
webpage to providing updated information on this issue as it
arises. |

| Special Legislative Session Brings
Big Changes to CCBs - 07/08/2006 |
| Convening in early July to pass immigration
reform measures, the Colorado Legislature passed requirements
that individuals must prove their U.S. citizenship under strict
guidelines in order to receive state-funded services. For many
CCB consumers, this may adversely affect their eligibility
despite whether or not there are indeed U.S. citizens. |

| A "Day-in-the-Life of a Rural CCB" -
06/20/2006 |
| Rural CCBs must overcome many challenges in
serving persons with developmental disabilities. Accessibility
being a major factor, rural CCBs often must travel hundreds of
miles one way to visit a client—time is shorter, costs are
higher. To better address this issue and understand its
complexities, Partners will spend 36 hours this November playing
the role of a rural CCB traveling Eastern Colorado, visiting
clients, discussing rural issues, and getting a real taste of
the challenges confronting rural CCBs. Look for our subsequent
report on rural challenges. |
| Part C Transition and Child Find |
| On December 30, 2005, Governor Owens signed
an Executive Order designating the Colorado Department of Human
Services, Division for Developmental Disabilities as the Lead
Agency for Colorado’s Part C program. The executive order
intends to eliminate unnecessary duplication of Early
Intervention Services and to discover and leverage greater
efficiencies to better meet the needs of children with
developmental delays and disabilities. |
